Why don't people exercise? Scientists and government officials prefer to blame the victims -- us -- and to spend research dollars finding ways to shake the public from its alleged torpor. I decided to write a piece pointing the finger elsewhere: poor community planning, dangerous or nonexistent recreation facilities, the "commodification" of fitness, and more. The feature introduced a package on cities where residents actually were able to lead active lives.
